Montserrat's politics take place within the context of a parliamentary representative democratic democracy in which the Premier is the head of government and a multi-party system. Montserrat is a British overseas colony that operates autonomously. The government wields executive power. Legislative power is vested in both the government and the House of Representatives. He or she may also have some limited authority to issue ordinances to fill vacancies in public offices or make changes to provincial statutes. In practice, most matters of importance are resolved through negotiations between the premier and the opposition.
Montserrat is a Commonwealth overseas territory with self-government. The head of state is the British monarch, who is represented by an appointed governor. The most recent constitution was adopted on September 1, 2011, and went into effect the following month, on September 27. It provides for democratic government, including an elected president and a prime minister who are responsible for forming a government. The new constitution replaces the previous one that was introduced in 1976 and replaced again in 1991. Before it gained its independence in 1664, Montserrat was part of the British colony of Virgin Islands.

The Governor appoints the Premier from among the members of the Legislative Assembly, which is made up of nine elected members. The current Minister of Tourism and Commerce is also responsible for overseeing the Office of Policy and Planning. Prior to that, he served as Deputy Prime Minister and Minister of Finance.
Montserrat became a British colony in 1664 and has been self-governing since 1973. It has one of the most remote locations in the Caribbean, lying 350 miles east of Antigua in the North Atlantic Ocean. The main island is 4.5 miles long by 1.5 miles wide. There are two other smaller islands: South Arm and North Arm. The capital city is Plymouth.
In 2008, there were reports of sexual abuse by staff members at the children's homes on Montserrat. In addition, the homes did not provide adequate food or medical care. The government of Montserrat closed all three facilities after determining that they were not meeting health and safety standards. The Canadian government provided $10 million to help with recovery efforts on Montserrat.

During the 17th century, the island was inhabited by settlers from Britain and France. Many poor farmers were attracted to Montserrat by hopes of making money farming sugar cane and cotton. However, the islands' volcanic soil is not suitable for these crops, so most farmers ended up being dependent on fishing and small trades for survival. There was also violence between the settlers.
By the 19th century, improvements in transportation had reduced the cost of trading with the mainland United States and Europe, allowing the islands' economy to expand. Today, about 10,000 people live on Montserrat, almost all of them descendants of the settlers who came from Britain and France.
